Encourage Foreign Talents Come to China for “Mass Entrepreneurship and Innovation”

Beijing, July 17, (reporter Zhang Cong) the Ministry of public security held a press conference in Beijing today, informing 60 measures to serve economic and social development, the masses and enterprises, of which 12 immigration and entry-exit facilitation policies are to be implemented as the first batch of measures from August 1st.

Since 2015, the Ministry of public security and the State Administration of immigration have successively implemented a large number of policies and measures to facilitate the entry and exit of foreigners and the residence of foreign talents in China in Free Trade Zone, Comprehensive Innovation Reform Pilot Zone, National Innovation Demonstration Zone and State-Level New Areas approved by 16 provinces and cities, including Shanghai, Beijing, Fujian and Guangdong, achieving good economic and social results. Step by step, open development, innovative development and high-quality development have been promoted. Up to now, the entry and exit administration departments of public security have issued visas and residence permits for around 133 thousand foreign entrepreneurs, investors, technical managers and other foreigners.

According to conference, the State Administration of immigration conducted a comprehensive assessment and Research on the immigration and entry-exit facilitation policies and measures that are currently only applicable to National Priority Development Region; and innovated, improved, optimized and integrated the policies and measures that are good in implementation effect, wide in application scope, conducive to promoting the economic and social development of all regions, and conducive to forming a more open and new pattern. The 12 immigration and entry-exit policies that encourage, support and facilitate foreign talents, foreign outstanding youth and foreign Chinese to come to China for innovation, entrepreneurship, investment and study will be promoted and implemented nationwide from August 1.

The new policy mainly covers four aspects:

First, expand the scope of foreign talents applying for permanent residence. For foreign high-level talents, foreign Chinese with doctoral degree or long-term work in key development areas of the state, foreign talents with significant outstanding contributions and special needs of the state, foreigners who have long-term work in China in line with wage annual income standards and tax standards, convenience in applying for permanent residence in China shall be provided. Foreign spouses and minor children of the above-mentioned people can apply together.

The second is to broaden the scope of objects for issuing long-term visas and residence permits. The business environment shall be improved; and long-term and effective visas and residence permits for foreigners who come to China to do business, work and study shall be issued more efficiently. For foreign talents who are invited by key domestic universities, scientific research institutes and well-known enterprises to engage in technical cooperation, economic and trade activities and work in China, and for foreign high-level talents working teams and auxiliary personnel, valid visas or residence permits for 2-5 years shall be issued.

Third, broaden the scope of foreign talent introduction. To provide services for the innovation and Entrepreneurship of foreign outstanding youth in China, and to provide policy support and convenient services for visa and residence permit application for foreign students who have graduated from key domestic institutions of higher learning and international well-known universities and institutions and who are invited to do internship in China by domestic well-known enterprises and institutions.

Fourth, improve the service and management level of foreigners. To explore the establishment of immigration service centers (sites) in areas where foreigners are concentrated, and to provide policy advice, residence travel, legal aid, language and culture and other convenience services in work, study and life for permanent foreigners.
